PRESS RELEASE: IX Congress of the Health Committees of the Parliaments of the Americas

[Guatemala - December 2, 2025] From 24 to 26 November, the Pan American Health Organization convened the IX Congress of Health Commissions of the Parliaments of the Americas. The meeting brought together parliamentarians, experts and partners to align political priorities in response to recent global commitments including the United Nations High Level Meeting and the 76th World Health Assembly.
Hon Luis Gallo, Co Chair of the Americas Global TB Caucus, thanked PAHO for the invitation and for creating a space where governments and parliamentarians could define shared priorities for stronger health systems and integrated action across sectors. Over three days, participants discussed advances in lung health, international frameworks for pandemic preparedness, vaccination, the social and environmental determinants of health, and the regulatory reforms needed to strengthen road safety and health systems across the region.
Hon Gallo stressed the importance of placing integrated lung health high on the political agenda. TB remains a major concern for the region because of the rise in incidence and mortality since the pandemic. He highlighted the need for sustained leadership to carry forward the commitments made at the UN High Level Meeting and the World Health Assembly.

Hon Rasel Tomé shared Honduras’ experience of advancing national TB legislation. He underscored that strong laws are only possible when people affected by TB and communities participate meaningfully in shaping national responses. This approach is fundamental to building integrated pulmonary health systems that reflect real needs.
Hon Susel Paredes presented Peru’s experience, where recent legislative efforts focused on removing barriers to health services for migrant communities and strengthening integrated care for public health challenges that disproportionately affect people on the move.
The Congress concluded with an agreement to issue a Declaration that sets out the core political priorities for the region. The Declaration was endorsed by ten countries attending in person, as well as several others following the live transmission.

Alongside the Congress, the Global TB Caucus met with Hon Sonia Gutiérrez Raguay and the national focal point Luis Sánchez. The meeting concluded with a commitment to strengthen parliamentary engagement on TB in Guatemala. This process will be supported by the Health Commission and national partners committed to advancing TB prevention and care efforts in the country.
