WHO
WE ARE

The Global TB Caucus is a unique international network of political representatives with support in more than 150 countries. Today, the Global TB Caucus gathers more than 2500 members and helped launch 56 National TB Caucuses over the world.

Members of the Caucus adhere to the principles outlined in the founding document, the Barcelona Declaration.

In particular, members commit:

To working across geographical and political divides in a non-partisan and inclusive fashion;

To engaging with civil society and all other stakeholders involved in the fight against the TB epidemic; and

To confront stigma and social isolation associated with the disease.

We are committed to building political will and to supporting relevant stakeholders in their efforts to create a world without TB.

OUR
HISTORY

.2014

The Global TB Caucus was launched by Rt Hon Nick Herbert CBE MP.

After many years of successful campaigning to the UK government through the All Parliaments Parliamentary Group on TB in the British Parliament. Mr Jose Luis Castro, Executive Director of The Union, offered to host and fund a meeting at the World Lung Health Conference.

.2015

Members of the Caucus from across the Asia Pacific came together to found the first regional network of the Global TB Caucus.

In October, the MP from the 100th country to join the Caucus added their name in support.

.2016

Members of parliament from across the Americas gathered in Brazil to launch the Americas Regional TB Caucus. Since then, six countries have launched national TB caucuses in the region.

Members of Parliaments from Europe and Central Asia gathered in Tbilisi to launch the Eurasian TB Caucus.

.2018

The United Nations hosted the first High Level Meeting on TB, gathering high level countries representatives to agree on definitive commitments to end TB by 2030.

In October, the MP from the 100th country to join the Caucus added their name in support.

.2019

The focus was put on ensuring that these political commitments were realistically translated into customised national and regional policy, action and resource mobilisation.

Engagement with parliamentary platforms across global regions was deepened and members engaged with colleagues around the world through numerous targeted bilateral and multilateral delegations.

.2020

The Global TB Caucus held its first online Executive Committee meeting, with the participation of co-chairs from all regions.

The purpose of it was to share updates of the regions’ work since the last Executive Committee meeting, discuss the impact of COVID-19 in the regions, and adopt a Statement of Intent on TB and COVID-19 to guide our work.

STRATEGY

OUR
PILLARS

Members
of Parliament

The Global TB Caucus works extensively in high burden TB countries and has helped launch 57 National TB Caucuses over the world so far.

While there is inevitably significant variation across political systems and cultures, MPs scrutinise and hold governments to account for their policies and spending in the years between elections. As such, they hold significant political capital and are able to effectively advocate for national governments to improve policies, invest more funds, and demonstrate greater political leadership in the fight against TB.

Community
and Civil Society

The Caucus model also prioritises supporting CSO engagement with parliamentarians and has helped ensure they receive consistent and relevant support in-country. Since the founding of the Secretariat in 2016:

  • CSOs’ access to MPs for meetings on TB has increased significantly

  • CSO engagement with relevant parliamentary processes has increased

  • CSO focal points have been appointed in 80% of all High TB Burden and G20 countries

The support that The Global TB Caucus provides for CSOs ranges from:

Introductions and facilitating connections to MPs, e.g convening meetings between the focal point and MPs to discuss local needs and challenges in the fight against TB

Creation of advocacy materials, including informational briefings on concepts, data, and messaging

Intensive training in the form of workshops and seminars, and one-on-one or group mentorship on advocacy Sharing of global and regional intelligence

Highlighting the significance of support from Civil Society are the following findings from a 2020 survey:

70%

of MPs report close relationships with focal points, of the top 46 countries where MPs have taken the most parliamentary actions

94%

of MPs report close relationships with focal points, of the top 17 countries where National TB Caucuses have taken the most parliamentary actions
